Breathe Pennsylvania (BPA), with nearly 120 years of history—from its roots in tuberculosis prevention to its current respiratory health initiatives—was approaching the end of a strategic plan cycle. Amid evolving public-health landscapes and leadership transitions, the organization recognized the need for a refreshed strategic roadmap. The goal: realign its mission, programs, and operations to boost impact, visibility, and sustainability.

Solution

The Hill Group partnered closely with BPA to design an inclusive and strategic planning process:

  1. Conducted community needs analysis and benchmarking to identify growth opportunities
  2. Engaged internal/external stakeholders through interviews, surveys, and focus groups
  3. Facilitated strategic sessions to define updated mission, vision, and values
  4. Crafted a GOST (Goals, Objectives, Strategies, Tactics) structure to drive outcomes
  5. Developed an implementation roadmap focused on program alignment, evaluation, and digital enhancement
  6. Advised on capacity-building strategies—covering workforce, funding, and operational readiness
